If you are involved in a hit and run accident in the UK and the driver is not found or is uninsured you can still claim compensation
The MIB or Motor Insurers Bureau will meet the liability for the driver who caused the accident – even if the identity of the driver is not known (such as in hit and run accidents) or is found but does not have a policy of motor insurance.
Claiming from the MIB iscomplex and I therefore recommend you use a specialist RTA personal injury lawyer to make your claim.

The difficulty you have in relation to the pure property damage your friend has suffered is that there will be a cost to using a lawyer. If there is an injury – in addition to your compensation legal costs can be claimed which will mean that you do not have to pay for the use of a lawyer using a no win no fee agreement.
For the accident you have described you will need a lawyer to enforce your rights. You have a clear cut claim and the insurance company is simply trying it on to avoid payment. You will very likely have a legal proitection cover on your household building and contents insurance – this will fund the cost of employing a solicitor to enforce your rights subject to a small excess. It would however have to be an insurance panel solicitor tied to the insurance company.
